Since it's not built yet, I could bolt the top to the frame after grinding too, provided both sides of the plate are ground. I'd machine the top of the frame before doing that, though. I think I'd prefer to weld the two together, then just grind the top (or the top of the plate and the bottom of the frame, if double-disc grinding is an option).
